Luggage Rack on Car = Target for Police

I visited family and friends in Gujarat in December. We had placed my luggage on the roof rack of the car and covered it with a cloth before securing it. Upon exiting the NA-1 from Baroda to Ahmadabad, we were stopped by three policemen at a traffic checkpoint and told that we were not wearing our seat belts, even though everyone in the car was (a good habit from living in the USA). We were called lairs and the driver was asked to step out of the vehicle. The sergeant then demanded a payoff of 500 rupees, which the driver was able to negotiate down to 150 Indian Rupees. Upon re-entering the vehicle, the driver stated that the luggage on the roof is like painting a target on the car for corrupt police.
