My husband and I got married in June 2005, graduate students in US at the time and we needed our marriage certificate to rent apartment in the married student housing. We were under time crunch and we visited the marriage registry in Trivandrum, Kerala . The gentleman at the counter told my husband that he had to show his tenth std certificate to get the marriage certificate (Passport, higher education certificates not suuficient). Well, if you didn't pass tenth grade then you cannot get married..he kept giving us lame excuses...We did not offer bribe and we decided to try our uck in LKO where my husband is from.
Finally, we paid 2500 INR to get our marriage certficate on time, though we had to wait awhole day to get it. We had no choice but succumb to this!
