This happened in 1998 period. I need a marriage certificate for my wife H4 Visa. I was married in 1995. We did not apply during that time. I took my marriage photos, two kids with my in-laws and other persons for signatures. Still we were forced to pay Rs.5000/- for marriage certificate.
