I wanted to get a meter installation certificate from the Kalyan Nagar BESCOM office, bangalore. It was urgent for paying my property tax. The assistant engineers sitting in this office, they didn't agree for giving certificate without money. I paid 400 to start the process, and paid 300 to the another lady officer to get the printed copy sealed..
