I purchased 1 flat in my name and another in wife's name in a society in 2008. since we bought these flats fro the existing owners, we needed to transfer it in our name. after completing the necessary documentation, we submitted the docs to MSEB office. The guy asked us to pay RS. 1500 for each flat so that it can be transferred in our name. he told us that since we paid 3 millions for the flat, we should pay him 3000 for his service fee apart from govt fee. We declined and requested him to do it as per guidelines. he made us to visit him every now and then for the want of some papers and he misplaced some papers during this time. since both of us were working and we could not bear this harrasment, we paid him rs. 3000 and the meters were transferred in our name in a week
