This was the day which was supposed to bring joy,undivided happiness to me & my family.We wee in the registration department of banaswadi.I was reading the comments on the black board. "Any harrasment by the officials, plz contact the Registrar dept, head office".I moved on to see couple of happy faces, all brimming with the prospect of owning a land in namma bengaluru.
I was proud of myself. My dad had said me I would be contacted by a tout there.The full reality of the shady dealing hadn't presented its dirty face yet. The tout asked me to hand over the documents to a 'mobile' man. Mobile cause he was moving with such agility and panache all around the office,i was quite impressed. But the exp was shortlived when i found out tat this ws simply the grease which made the movement swift.
My online photo was taken, the person was bragging abt the latest tech and blah blah... I was asked to move to next counter and sign a series of documents. The 'mobile' man appeared again and moved the file to sub-registrar not before the other official who had noted down the transaction on a piece of paper and handed over a reciept to mobile man.(mI later found out that all the dealings for the day need to be accounted at the EOD to sub-registrar who will have his humble pie) My doc were signed and handed over to me.
Than came the rude shock of giving 11,000 rupees to the tout. I argued haplessly, here was a learned man bribing the govt machinery and can't do a thing abt it. I was furious on myself to having being conned by dubious people. I came to know that this was a common thing and was being pacified tat 11,000 was on the bottom rung of a long list.
He unofficially also quotd that sub registrar himself makes around a 1,00,000 or so in a day. and his sub ordinates also pitch in to take their shares.
