Money demanded more than fees

Sir,i went to the rto office to get a learner's licence with all the documents needed and duly filled form.The learner's licence fees is Rs. 60/- but they demanded Rs.200/- and when i demanded for the receipt(they were demanding it from everyone ,they denied.They conducted no written or driving test and told me to come to office after one week and collect the licence.After five months i applied for permanent driving licence for which they charged me rs 150 as fees and Rs 100 additional which i don't know for what.I tried to make video clip of the whole process with my mobile ,but unfortunateluy the camera did'nt worked.What can be done to stop this illegal monetary demands by govt. oficials
