This happened in Kolkata, Salt Lake City, when police official demanded me 2000 Rs for a positive report on passport, since I was staying in PG. I told him 2000 was too much, but he said.. "OK.. don't give me anything and your file will be pending and let it happen when it has to happen, we don't care", so I had to pay him 2000 just for police verification for fresh passport.
