On a motorcycle - invalid PUC (Pollution Under Control)

Although its mentioned that PUC is not mandatroy in the local newspapers, traffic polic still stops and ask for the PUC else a fine of 1000 is levied.
I paid a bribe of Rs. 130 and got away.
