I purchased a flat of 600 sq.ft at NSC Bose Rd, Cal- 700 040 in the Year 2001 and after possession I wanted to get the mutation of the flat for assessment of Tax etc. Necessary form along with the Affidavit and requsit fee was submitted in the Municipality office. A few days later two officers came and checked the deeds and other relevant papers. Thereafter they measured the romms, kitchen and toilets and told that the dimensions are not commensurated with the drawing.There were variations of 1 or 2 inches this side or the other.They told me to accompany them out of the flat and first asked for cigarettes of the best brand which out of courtesy I bought for them. One of them pocketed the whole pack. I was feeling embarrased to talk to them and begged excuse to leave the place. A few days after one of them phoned me at odd hours and told me to see him the next day. I availed casual leave and went to ********** him. He offered a chair and started telling me hundreds of problem. I asked what I could do for that. He said that mutation could be done but... He took me out of the office and told me that it can be done but I would have to pay more than the usual fee. I asked "how much" ? He said "4000". I told him that during my service life of 38 year I did not earn single paisa extra other than my salary.I became furious and told that I was going to HQ of Corporation to report the matter. It had no effect. He simply smiled and told me very politely that you may go and added that if I go my flat will never be mutated. I was out of Calcutta for about 30 years. When I contacted with some of my known persons they advised me to pay the amount. However, I requested him to reduce the amount. He said "do'nt think that the whole amount will go to my pocket, in each and every table I have to give the share". Finally , I told that I could not pay more than Rs. 2500.00. He agreed and the job was done within a fortnight.
