My wife had to pay bribe to register property

I'm NRI I got my property registered in my wifes name last year. I had to pay the bribe to registration department even though I have registered to the market value. There is no away you can get the work done with out going through the middlemen you dont have access to the public officers. I'm really annoyed but I am helpless
