My wife paid Rs. 4000 to pulice wala to varify my daughter details for passport

This is a shame. When to verify a 2 Year old girls details a police wala ask to pay Rs.10000. After negotiation it was settaled on Rs. 4000.
And I my self paid 1000 Rs. when I was in Delhi in 1999 and my details can to putpadgnj police station and the police wala asked me to come his home in the evening. I too 5000 Rs with my and things salttled in 1000 RS, + he asked me to come next day to his office and pay 100 Rs. to his contable.
And I paid 1500 for my wife and 3500 for my parents passport verification.
The roots are ********** for passport something should be done to clear the **********. Its every where now. Most of the time people need passport imidiately and we pay bribe. System should be automated or something should be done to avoid police clearence.
Anyone can get a passport in India even they do not have proper doco just because of this.
