National Gold Medalist in Pistol Shooting has to Pay for getting License Renewed

My sister is National Level Pistol Shooting Gold Medalist. She has .22 Bore Pistol. The license is given only for a year, till 31st December as a rule.
She was supposed to travel to Delhi for National Games from 19th to 31st December, 2012 at New Delhi. If she had visited Delhi without Renewed License, she would have faced the problem while returning. And all of us knows the situation in Delhi after the Delhi Gang rape. In this scenario, she was bound to get in to trouble for traveling without renewed license.
Though we have not anticipated such situation, as a precuation, we have applied for Renewal in Oct 2012. Earlier I had decided not to pay a single penny assuming the concern police will not have any expectation as this license was of a national Level shooter. After 5-6 visits to commissioner office, numerous phone calls, finally I had to commit over telephone to the concern person that do not worry, I will take care of you.
After such commitment, finally, within 8 days, I got the renewal on December 13th, 2012 and my sister could start travel without worry on December 16th from Nasik by train.
The cost - Rs. 100. It was much less than the time spent and fuel burnt in visiting the commissioner office.
