Moved into mumbai recently and stay in a rented accomodation. Gave copies of the registered rent agreement and a letter from my employer certifying the place of residence. however, the dept insisted on a passport/ election card only as proof of residence.. since those documents contained my permanent address the officer refused to do the registration.. On payment of a bribe of Rs.3000 all the objections disappeared..
