New shirt and Rs.100 bribe

Went to local corporation office in Velachery, Chennai for getting a photo done for Aadhar card. Didn't know that they will not take photo if you have a collar less T-shirt. I was asked to go back. I had no other option but to buy a cheap T-shirt with collar.
After getting back into the Q and having had my details taken, the person at the desk asked for Rs.100. Upon questioning he said this was to add the details into a database and Rs.100 needs to be paid by everybody. I asked for a invoice which he laughed at and said if I don't pay Rs.100 then I can forget getting the Aadhar card. The whole system is corrupt. Aadhar is just another way to fleece people.
