No Bribe No registration

I purchased a house in Jayanagar 4th T Block in April 2002 in a clean transaction. Hired the services of a lawyer to get the registration document prepared. Lawyer told me that the Sub Registrar will take 1% of the registration amount as bribe without which the registration won't happen. I resisted saying I will get all the papers required for registration and will not pay bribe. Lawyer tells me that the Sub registrar will find 10 things due to which the property will not be registered & we will need at least 6 months to get these documents. I met the Sub registrar and he told me the same thing on my face. Having taken a housing loan and already started paying EMI, I was forced to pay bribe so that I am not put into further trouble. The learning is, until and unless the processes and paper work in government transaction is simplified, corruption will not go. There is no way a common man can fight corruption with the current paper work & processes that exist. Corruption can be eliminated when the processes are simplified enough for the common man without the help of Lawyer/charted accountant can get the government transaction done. All the support system like lawyers, notary, CA are all colluded with the cumbersome system to make sure we can never eliminate corruption in this country.
