No Parking for public

I had been to SP road to purchase something. Since I did not get the parking space, I was tempted to park in front of the shop without locking the bike.
My vehicle was towed. I immediately reached the place to pay the fine. When I reached there, the vehicle had unloaded my bike and was going for another round. I stopped the vehicle and enquired with the inspector if I can pay the fine. But he suggested to go near the bike. When I went there, I found only one person standing there collecting Rs. 200 from all the people to get their bikes released without issuing the receipt of course. I enquired with him about how long would it take. He said that it would take somewhere between 10 mts to 1 hour. I waited there for around 10 mts. By this time around 5-6 people had got their bikes released by paying that man Rs. 200. I asked him again if it would take long. He said that he was not sure and if I needed the bike urgent I should pay Rs. 200. I waited for another 5 mts. By then 1 more guy came and paid Rs. 200 and got his bike released. I was standing like a fool wondering that I have to wait as well as when the inspector comes I need to pay Rs. 300. So I thought that by paying this guy Rs. 200, I would save time as well as Rs. 100.

I feel disgusted and angry.
First of all there is no parking space available.
Next you are harassed to the core for you simple mistakes.
Thirdly you are rewarded for doing wrong in *******
