Non isue of receipt

Dear Sir,
This is to bring to your notice how Traffic police regularly rob common people in the name of Law and Order on Road. I had heard this from friends about this many times on Link Road between Dahisar and Borivali. It has become major income source destination for Mumbai Traffic Police here.

Today I was caught talking on Phone while riding Two wheeler by Traffic Police at Yogi Nagar Signal, Link Road , Borivali west. by Constable Khairnar and PSI Arvind .The Constable himself was driving Two wheeler without Helmet and on pillion was the Officer.. He asked for the Licence which I produced and then the constable said that I have two options One was to go local Police Station where I will be fined Rs 2400/= and the other was to attend Court and pay Rs 1200/- fine. I asked him any other option to which he replied that to pay Rs 600/- and settle the matter there itself. He prepared the official challan which he was reluctant to show me. Then on the back side of the challan he made me sign that I got back the Driving Licence. After that he told the Officer to sign beside my sign to which I felt as if the Officer did not knew what was going on but signed beside my signature. Then after paying him Rs 600 I got back my driving licence . I asked for the receipt to which he replied that receipt will not be given and that has to be produced to the court. I felt some Fishy about it and like to share my experience with you.
I think its my moral right to get the receipt of the fine I had paid and to know under which section he has made the challan. He did not showed me the Challan as he said it was not required.
Kindly guide me in the said matter.
