Not accepting phone bill as address proof

I had all the documents ready but the lady at the office said we dont accepts private company phone bills as address proof.They didnt accpet driving license+rental aggreement+ phone bill+bank statement as address prooof. Finally the lady demanded 1000 rupees for processing it because I had insufficient documents.
