Not enough if I'm an Indian to register vehicles

I bought a bullet thunderbrid after waiting for it for 4 years. I have a passport, driving license & voter's id for my coimbatore address. rental agreement, bonafide certificate from the company I work for and last 4 month's pay slip & vehicle loan agreement from HDFC. The RTO refused to let me register my vehicle in ernakulam because I was not a permanent resident here. He took a bribe, thrice, just to see me. the chief RTO told me to goto coimbatore and get the vehicle registered!!! can't I buy a vehicle in the place where I work???
