Not knowing Kannada, had to pay bribe even though I did not want it

I had a simple trasaction to do, to change my previous company vehicle to my name. I had all the dcuments mentioned in the RTO website.
Everything was clean and legal.
I decided I shall try not to pay a bribe and do the transaction myself.
However, the moment I went to RTO, I was surrounded by touts. I ignored them and met the officer concerned.
He gave me a long list of documents needed, and they were NOT as per website. For example, he asked for a affidevit, even though I had address proof etc. Then he asked for a stamped envelop etc.
He told me that the documents can be found in "the driving school outside". I tried to find the "driving school" and instead found a den of touts. Not knowing kannada, proceeding was really difficult and it was getting late.
Finally gave a tout Rs 1400/- which included Rs. 900/ for the "office".
After that things were really smooth and I had my work done easily.
