Nothing has changed

This is the story of two individuals .
One received a visit from a service tax person and not being registered( was not required to)was summoned to the office .He had in the meantime checked and found he was not required to be registered .Went fortified with another individual .

He refused to pay and the officials said they know how to extract the money . By lunch time, he still was in the office and the officials offered him lunch but wd not let him go.Demanded 3 lacs and of course refused .
Finally ,he just got up, walked out. The official chased him down the stairs and finally got 20,000 before leaving him alone.
In a second case , the department extracted 20,000 as bribe for an excise registration .

In the third case, the department extracted 10,000/00 for an excise registration .

These are events that have happened in the last three months in Chennai with ordinary people .

In the customs department, there is a new racket . refusal to let shipments be examined at the premises of the exporter .This has led to the clerk handling allotment of officers to collect 2000/00 per application failing which no officer is allotted for days at an end under the plea ,there are no officers . Further , when containers have to be cleared at the CFS, payment has to be made .else papers are released the next day resulting in the ship being missed and cargo delayed .
IF WE HAD A LOKPAL EACH OF THESE INSTANCES WOULD HAVE BEEN REPORTED AND HANDLED INDEPENDENTLY OF THE DEPARTMENT AND LIKE THE ELECTION COMMISSION . THE CREDIT FOR THE GOOD RESULTS IN TAMIL NADU AND BENGAL ELECTIONS GOES ONLY TO THE ELECTION COMMISSION AND THE OFFICERS WERE ALL FROM THE SAME CORRUPT POOL... HOW DID THEY BEHAVE WELL ???
