When I was a 6th grader, I was forced to pay Rs 15 to get a Birth certificate (30+ years ago). At that age, I didn't even know what bribe means. My uncle gave me Rs 15 and told me that "an officer in the Village administration office will open his bag and you have to put this money in the bag". This happend and I got my certificate but my innocent question to my uncle "Why did I give him 15 rupees for this certicicate?" was never answered by my uncle.
