We needed the Khata Extract (we already had the Khata Certificate) for availing Housing Loan. I approached the BBMP office at Arekere for the same. One of the clerks straight away asked me to pay Rs.3500 to get the Khata Extract if I want it immediately. Else I had to pay around Rs.500 and it would take minimum of 15 days to receive the extract. I refused to pay and walked out. Then after going through some influence route from higher officials, it was finally agreed that we had to pay Rs.500 for the person helping us plus the actual fee for the Extract which was only Rs.125 ONLY! After 2-3 days I got a call from the office that the Extract was ready & I had to collect the same. The next day I went to the BBMP to collect the extract. The moment I mentioned my name in the office, the clerk who was attending to my request asked me angrily as to why I did not go the previous day to collect the extract. Even though I gave her my reasons she did not understand. By the time I gave the fee amount (Rs.125) & collected the extract, she was so angry with me that she told me "Next time onwards we'll deliver the extract to your home". Though I wanted to give it back to her, I kept my calm and walked out of the room as I had got what I wanted & dint have to shell out much. I hope all the involved parties learnt some lesson (i.e hoping against hopes). But this was not the first time we have faced such issues. There are many instances, at some places things worked only because we paid the bribe & elsewhere we refused to pay the bribe and got things done. But this case was the most interesting of them all. And the best part was, he asked me Rs.3500 since I was a Kannadiga. I heard from a few other friends (Non-Kannadigas) that some of them have paid even close to Rs.15000 for the same Extract.
