Oldest desi trick. No change given when paying Air-India for excess luggage

I was flying overseas by Singapore airlines in 2004 and had a few kgs extra. Hence I was asked to pay the excess luggage charges by the Check-in counter staff who I understand work for a ground operations handling agency. I was asked to go to another counter manned by some ********** staffer where I had to pay for the excess luggage. Once I had paid the necessary charges the fellow manning the counter with his ********** ID ( with the name ********** **********) refused to give me the balance cash owed to me (Rs 140). When I asked him for it, he bluntly said that they don't return balance change and that the passenger has to pay the exact amount.
I was later told that this was one of the oldest tricks in their books and they are routinely known to fleece people once they realise that their passport has blank pages (indicating that he or she hasn't traveled overseas often and is a naive first timer ignorant of the rules )
