One police man demand to me 1000 INR for Passport verification

I am Student, Today i gone to police station with my all document and carry 600INR. When i reach there then one man take me outside of police station there was little shed.He told me in office all are busy for vote Bcz vote is coming in WB. After he seen all my document he demand to me 1000 INR i did accept he will take max-500 NIR but i was not 1000INR. He said to me come next day with 1000INR .I told him i am student consider me but he dont change his opinion.
Today i learn something new.
Detailing i hiding Bcz my passport still there..............
I believe some of gov officer are corrupted but no all...........................
