Open Corruption in every Sub-Registrar office

I had to pay 24k to builder's agent who facilitated the apartment registration process. According to him, this entire amount was to be paid to different layers in sub-registrar's office. I had no other choice as builder was not ready to hand over the flat keys until registration gets over. There were 5 others on the same day from same apartment complex as mine who paid the same amount to get the property registered. And later I came to know that all residents from my apartment complex had to pay the fixed amount (24k). It was listed as "Facilitation fee (cash only)" in builder's demand note. There were clear cases of deliberatly delaying the registration process and harrassing the property owners in different ways if someone denied to pay this bribe.
