120 flats of our housing society are registered and each appartment owner had to pay 12k as bribe for registration. I found many developers [including ours] mediating between flat owner and officials in Sub registrar office. Developers even negotiate with Sub register and fix a price to be paid by all of their customers. This is a sort of parallel economy.
