Paid a bribe to getting obc certificate made on central government format

I dont know the name of the person who asked for money but he was a bit cripple with his leg and had a surname agarwal works in sdm office shivpuri as a babu he asked i had my obc certificate but to go for document verification at rrb bhopal i need to have obc certificate issued on railways required format which was different which was compulsory to be taken for dv at rrb bhopal and signed by sdm or any higher authority above it i told him all the detail he told it cant be done then my father went to talk to him he told him to pay 5000 and the work would be done as my father is justa shopkeeper i told them to make as they told on other central obc format which was rejected by rrb bhopal so now we have no other option to pay him money as i have to resubnit it within 7 days so my father paid him 5000 rupees and we got obc certificate as asked by railways for dv and signed by sdm it was such a bad incident we work hard to pass the job examination and had to still pay bribe for documents then how can the society question us if. we dont take bribe because in some or the other way i have being humiliated and had gone through trauma and paid a hefty bribe for just a meagre document which in not even any illegal work asked for
it happened in the month of feb 2018
incident took place in sdm office shivpuri madhya pradesh
and the person was a babu next to the sdm cabin
