Paid bribe of 20K to registrar for flat registration at Varthur - Bangalore

I went for registration of my new flat which is at HM Symphony Apts, Hosa road on 10th feb, 2010. The builder's lawyer informed us in advance that as per their builder level tie-up with the registrar at varthur, the amount is negotiated at 20000Rs in cash per flat registration and that every flat owner has to bear this cost. He also told that this is much lesser than what a person will have to pay if they go individually while carrying out such a transaction at that office. I had no choice but to carry a cash of 20K along with rest of registration checks/docs. The amount was promptly handed over to builder's counsel at registrar office by me who paid it to the henchmen of registrar. I felt very bad but had to give in due to time constraints and pressure to close the transaction and register the property asap so as to start the interior work at the flat.
I have confirmed it with several owners in this Colony and all have paid the same rate of bribe at the registrar office. This guys must be made to book and cough out all the illegal money collected by them through bribes. This money should be put in a separate fund and should be used to provide free education to deprived children. I'm sure it can be a huge sum if collected honestly and can be utilized to make a markable change in life of numerous poor kids.
