Paid a bribe for carrying extra liquor bottles

I was on my way back to mumbai and at the baggage scan, one of the hawaldars noticed I was carrying 3 bottles of liquor..one more than the allowed limit. The hawaldar took me to the customs officer who said i would have to pay the fine. I promptly asked him how much is the amount, which he quoted more than the price of the bottle around 2500 INR,The bottle costed me around 1200 INR , so I suggested that they can keep the bottle, to which the officer started complaining that the whole thing is a long process, tedious and not worth it.
I insisted since there was no point in paying the fine more than the amount of the bottle.
He then asked me how much I could pay , I mentioned I have around 500 INR with me.
He signaled to the hawaldar, who took me to a adjacent room, to pay the amount.
