Paid bribe to change wrong meter

Our electricity meter was for 2 KW but meter was showing 8 KW usage. Even shutting down all equipments in house 8 KW was the usage. Private company gave this report and electricity department fined us for 25000 rs. After paying 25000 rs, they gave us a fine receipt of 10000 and change the meter.
