Paid a bribe to customs official for nothing

I had to pay a bribe of Rs 1500/- to the customs officer to allow me to take the LED TV through. I had the original bill, for which the value was less than 25,000/- . He mentioned that we need to take the local rates applicable, took a bribe and then took original bill amount as the base value of TV. Was taken for a ride by the customs official for nothing. Wish the rules would have been clearer.
