Paid Bribe for Changing of Meter

AEE of BESCOM was not ready to speak directly, he forwaded me to the line man, who regulalrly visits my unit for any fault.
due to some voltage problem on the BESCOM transformer, the display of 2 meter were not wokring later i was told that i have to change the meter.
one of my meter was under warranty and other was out of warranty, the line man told me that he cant do any replacement and if i delay in changing the meters i had to pay penalty, he told me that 6000 would cost for 2 meters and rest he need to pay to everyone for the permission.
i paid the amount of Rs.8000 as advance on 27/12/2016 and rest i have to pay after the work done.
