Paid Bribe for Getting Stipend in M.Tech during my studies- Andhra University

I paid Rs.10000 rupees to get my stipend in M.Tech.
We are around 18 people getting stipend from university grants commission. in order to receive my stipend amount the letter should be forwarded from the Head of the Department. He asked us to pay 5000 in order to develop the department. For that bribe they beautifully named as department development fund. All of us students paid around 3 Lakh rupees around by only one class. Like wise he collected so much amount from other batches in our department also. In-order to escape he spent some nominal money for development like constructing toilets and flooring and some other things. This indecent also reported to higher authorities also. They didn't took any action against him.
