Paid bribe of Rs.350.00 to Maruti Driving School person who liaisons with RTO for purposes of getting a Learners' License. Per Maruti Driving School trainers' all of this money goes to RTO.
RTO would be:
134/3A, 5th Main Rd, Subhodaya Residency, Sundar Ram Shetty Nagar, Bilekahalli, Bengaluru, Karnataka 560076
All people partaking in corruption at RTO (taking bribes), and applicants for LL (giving bribes, over 70% of them). Looks like all, or most, of RTO staff is involved in the corruption racket. How the money changes hands, due to Driving Training Schools being middle-men, is difficult to trace. Scrutinize Assistant Regional Transport Officer (Learners' License). From what I could observe, Senior Inspector of Motor Vehicle Division seems to be a kingpin in this racket.
Central seating for people, 300 plus chairs, cubicles for officers (not closed doors), may improve efficiency, customer service, and reduce corruption. The Maruti Driving School person telling us which order to go to helped navigate the confusion. However, if RTO personnel got out of the corrupt money making mindset, and got into the Customer Service, Quality and Transparency mindset, the Driving School middle-men are not needed. Productivity in India can improve.
