Paid Bribe to get Death Certificate for a Retd. Army Officer

Hi All,
We had to pay bride to get death certificate of my father, who was a retd. Major in Indian Army, who fought in 1971 Bangladesh war, who got a commendation letter from the president of india.
But we were repeatedly ask to come day after day as the municipal guy reluctant to give the death certificate. Finally he said pay Rs. 500 and take the death certificate. We had to pay 500 ruppees to get the death certificate.
If this is what happens to a person who served the nation, then this is pathetic...
