Paid Bribe to get a marriage certificate

I had to get my marriage certificate for passport work. Since I had to leave for Bangalore after marriage, I needed my certificate urgently.
The person there told me even if u submit all the valid documents, we will issue you the marriage certificate only after 6 months whereas as per the process I should get my certificate in 15 days.
Since I had no other option I had to pay a bribe to get my marriage certificate although i had all the valid documents ready for the certificate.
