Paid bribe to get mutation certificate

It shames me but for the first time in my life I paid a bribe. Had been trying to get my mutation certificate for two years. Filled out all the forms and sent all the receipts in a folder two years ago and it was returned with a slip demanding all the documents I had enclosed in the envelope.

I was selling my flat last month and was told the only way to get the mutation certificate was to pay the bribe. The chap who did the job for me (within a week), said it would have cost me at least 25k had I gone directly to the office.
