Paid a bribe to get my birth certificate

I had applied for my passport and since my birth cert. was lost, I had to get a new one from the municipal office. I applied for it and they demanded a bribe of Rs.1500 to issue the cert. within a week and since we needed it very urgently, we had no other go other than paying the bribe but unfortunately, I'm yet to get my passport.
