Paid bribe to get my Income Tax refund

I had to pay a bribe of Rs 3500 (10% charge as they call it) to get my IT refund which I had not received for last 2 years... the man on the table (IT Clerk) could dare to tell me that that there were two ways, the fast one (10% charge), and the slow one (I need to keep waiting). I chose the fast one, as I could not afford to keep visiting the IT office every few weeks to expedite my case.
I also approached my ward IT officer, but he offered no help, instead asked me to speak to the clerk again... I guess its a well-oiled corruption machinery right upto the top.
