Paid a bribe to get my passport back.

My passport had expired and I needed it renewed. I needed it before december, '08 as I was taking my GRE then. I put together and submitted my paperwork over a period of three days at the passport office in July. Its November and my passport is still not with me. In August, I had to find the assigned police record verification officer myself, he was lounging in a chai shop when I called him. I got his cell number through a constable (whom I bribed)at the passport office. Once I bribed the officer (he would'nt leave otherwise) I thought that I can finally sit back and wait for my passport to arrive in the mail. Come November, I visit the passport office again, I had to pay the passport official Rs 500 so I could ********** with the chief passport officer, he gave me my passport which lying in a pile next to him.
