Paid bribe for getting GPA registered from SDM

One of my colleaque, a home loan borrower from US send me a GPA for home loan purpose. He wish to purchase a flat in Noida U.P.
The bank told me that for loan disbursement concerned GPA must be registered from SDM in Delhi as it is a NRI GPA and person on whose name GPA is drawn is residing in Delhi.
To get the things done, I went to SDM office to know the process and fees. The actual fee is of Rs.60 to get the GPA registered. However, the contact person asked for Rs 1000 to get the file approved or wait till indefinite time.
