I'm a Brit currently in Goa, got myself a scooter for hire, went from Anjuna to the top of the Vagator Road for my first trip and got pulled over (1km maximum distance).
I did not have my licence on me (too excited about my scooter to think of it), they took my keys off me and made me walk from officer to officer, their rank increasing with each one (trying to scare and disorientate me) who all demanded 1000 Rs for my lack of licence.
Then they denied they had my keys and told me to go. Glad to say I bluffed it out, worked my way down to 400 Rs and got my keys back. Noone took my name, no paperwork was created.
They were pulling in every 3rd person in or on a vehicle.
