Paid Bribe for Land Title Transfer

I had to pay a bribe for land title transfer. The transfer was from my uncle to me and related to ancestral land. As per the government rules, the fee was minimal. But, the MRO wanted at least 1% of the current market value of the land. We had to "negotiate" and pay Rs 40,000. There are "brokers" outside Alampur Registration office who take cash and "transfer" it these **********government officials after taking their cut.
