Paid bribe to move the paper from one desk to another desk

This is weird but true. This happened with Davangere Municipal Office. I applied for khata extract and before one gets it, it has to move from one desk to another ( believe it has to go through 4 people ). I had to pay bribe to one Mr A D Manjappa who is Asst Revenue Officer!!!! I think he also looks after RTI applications!! What a joke!! I am against paying these bribes but with protest, I paid it. Entire division which looks after issuing Khata extract to citizens of Davangere is corrupt and the Municipal Commission is aware of it but does not do anything. All these people are shameless people and act as if they are GODS for that moment.
