Paid bribe of 600 Rs. to get issued Duplicate Birth Certificate

As a request - Please do not make it open that I am complaining about him because we are a minority community and Secretary belongs to majority group with govt. power. He or his associate will torture my family and this fear has prevented me until now. And it's just not a fear, such incidents have already happened. If it is not possible then please don't submit this complaint anywhere.
I had applied for making some correction in my birth certificate which I needed for the passport. Secretary of my village is the designated authority to issue the certificate. At first, he told me to get an affidavit by any of my family members saying that I was born at home and get it signed by following persons -
1. Sarpanch of my village - Mahu Khas
2. Ward Member
3. Aanganwadi Worker
4. A.N.M. of the area
5. Tehsildar - Hindaun City
Even after many trips to all these persons, I could never find A.N.M. in the hospital and the assistant A.N.M. who was living in the hospital considering it as her home refused to sign. Even Aanganwadi worker was afraid of signing any govt. paper but she was convinced by my grandfather.
After all these Secretary refused to issue Birth Certificate and said that he doesn't have time for it and he is busy in the election of Gram Panchayat. He also sighted absence of A.N.M. signature. Then after requesting a lot and he agreed and took me to a building named Bharat Nirman Yojana Bhavan of my village - Mahoo Khas (some scheme under Congress) then he made me wait for 1 hour and himself doing nothing but instructing construction workers.
Then he asked me for Rs. 600 citing the reason that all of this registration is done online so he would have to make changes which require money. But late I found out that there is no fee for online registration. This happened at around 1:30PM.
He is still working as a secretary in my village. Sorry but I don't know his name.
Rajasthan govt. is also responsible for it to a large extent. Any number provided on any website of Rajasthan govt. is never picked up. It just keeps on ringing or says incoming is banned or out of service. E-mail are never replied back. So, as a result, a citizen is forced to pay the bribe. Online Birth registration process is so cumbersome and confused that a normal citizen can't proceed with. Even now the birth certificate which I got can't be verified on the birth certificate portal of Rajasthan govt.
