Paid Bribe to police even being all papers in place just to verify it.

I have applied for renewal of my passport under tatkal scheme and when verification come afterwards, I was asked to give Rs. 500 to verify and forward the fiile further. I went to police station and even argued whether any of my papers are not in place or anything missing. But the police officer there told me that "Police mein to legal kaam ke hi paise hai...illegal wale paise kaha dete hai". You have to bribe for all legal work only. People doing illegal work don't pay to police. He even told me that if I won't pay the money, he will send my file saying that person could not be verified as he does not live at the given address.
