Paid bribe to surrender PT registration

• Commercial Tax, Sales Tax, VAT

I have shut down my proprietorship business and wanted to surrender my Professional Tax registration. My CA offered to provide business closure service. But, demanded Rs 4000 in cash towards 'departmental charges' apart from his fees.
When I asked, he said it's impossible to get the officials to process the surrender application without bribes. If that doesn't happen, the department will continue to raise demands of tax arrears (like the one they sent recently for FY 2013-14 when my business was closed in FY 2012-13 itself). So, I had no choice but to pay up.
