Paid bribe for taking a duplicate copy of Birth certificate

I was having Birth certificate but at the time of admission in KG classes my original copy of Birth Certificate was submitted as the school authority said that i would not need original certificate anymore. but after 18 year when i wanted to make my passport the officer at passport office said you need to submit Birth Certificate at that time i approached to my municipal office and i showed them the xerox copy of my Birth Certificate and said them to issue a original certificate and asked for bribe of 600 rupees. As per government rule it might cost hardly 100 rupees.
